Background:  Vacant, foreclosed and abandoned properties are destroying neighborhoods across the country one home and one block at a time.  This legislation establishes a bond program to finance demolitions to eliminate blight, recover property values of homeowners who don't want to leave their neighborhoods, and curb crime.  The home selected for the press conference is just one block from where a 19-year-old mother and her one-year-old daughter were abducted and killed in in a vacant garage last month.
